THE BACKSTORY

One Facebook post raised a question.

Malta runs a monthly lottery for eligible VAT receipts. Its result sheets list ID card numbers, receipt values and prizes. A Facebook post showing one sheet raised a question: how often does the same ID card number appear again? We collected the published results to find out. Before publishing, we turn each ID card number into a stable Archive ID. The same number gets the same Archive ID, so we can count repeat winning receipts without showing the original number. An Archive ID does not identify a person.

Each row is a published winning receipt—not every receipt or entry. A listed prize may not have been paid.

How often do Archive IDs appear more than once?

Each Archive ID matches an ID card number in the published results. This section shows how many Archive IDs repeat, and how much listed prize value is linked to them.

Archive IDs do not identify people. We do not have all entries, so we cannot work out anyone’s chance of winning.

How we check the data.

How do we check results?

For PDFs with selectable text, two tools must find the same winning rows. For scanned pages, text recognition must match a full check by eye. We check dates, amounts above zero, duplicate rows and published totals. We leave out results that fail these checks. Our checks reduce errors but cannot prove the source itself is correct. Scanned pages we checked by eye are marked.

Why are some results missing or kept?

If a new download or check fails, we keep the last checked results. Some older results use an earlier checking method and are marked. The “Current text checks only” filter hides them. Scanned pages without a full review are left out. This filter also hides scanned pages we reviewed. No source link does not mean there were no winners or that a draw was cancelled.

What is an Archive ID?

Each result sheet lists an ID card number. Before publishing, we turn it into a stable Archive ID. The same number gets the same Archive ID, so we can match repeat appearances without showing the original number. We keep leading zeros. If a number is mistyped or changes in the source, one person may appear under two Archive IDs. An Archive ID does not identify a person.

What can these results tell us?

They show how often Archive IDs in the results appear again, and the listed prizes linked to them. They cannot show anyone’s chance of winning or prove the draw is fair: we do not have every entry or the rules for who can enter. A listed prize may not have been claimed or paid. Receipt amounts here cover winning receipts only, not all spending.

When is the data updated?

The official archive is scheduled to be checked daily at 04:17 UTC. New results are added only after they pass our checks. A schedule does not prove updates are running. The date above shows when this copy of the data was made.
